Locate the common settings folder in the game directory. Inside this folder are the files that determine the weapons and abilities for each faction in the game. Locate the file bridge items in the directory Program files/activision/Sfc3/Assets/Common Settings/. Locate the text string "Romulan Cloaks" and Race = "R" and change it to Race = "FR". Save the file without changing the extension and you should be able to place a cloak on a Federation ship. Goal.
